Do you need a standard Iphone developer account to publish a Free Iphone app on itunes?

I am going to make apps to put on itunes and i have a free Iphone Developer account, do i need a standard account which is 99$? If i do buy a standard account do i have to renew it every year? How long does a standard account last?
